Revert "Use slaves created from cloud"

The OpenStack Cloud Plugin doesn't seem to behave as
expected and the slaves provisioned from the cloud do
not take on new builds.

This reverts commit 0ae6e78e2cf396ec2ddd1d58d6067880c47688dc.
