cloud-infra: Use prebuilt deployment image

There is no point building deployment images over and over so
this change adds a parameter USE_PREBUILT_DEPLOYMENT_IMAGE and
sets it to true which instructs engine to download the image
from Nordix Artifactory before installing bifrost.
