Metal3: Add prow parameters for BMO e2e
Prow requires two parameters in every job that it should be able to
trigger. We also need a few other variables that it can optionally use.
This adds the parameters to the BMO e2e job as a first step to try things out

Digests in release-1.3 and release-1.4 branches need to match FROM

kubectl binary digest is verified upon installation in dev-env. If we
install non-default kubernetes version, kubectl binary will also change
and its digest as well. We need to pass kubernetes_version and
kubectl_sha256 as a pair.

Merge "Bump k8s to v1.28.1. Also bump crictl, crio and kind node image to v1.28.0. For main branch k8s upgrade tests we add v1.27.x to v1.28.x test and remove the v1.24.x-1.25.x test."
