Plot more performance test graphs on the CPS performance report

- change the algorithm to reflect the build range on the
  graphs rather than the last build
- add new perf. tests (around thirty) having lowest normalized
  stdv to plot
- add new ncmp perf test to plot
- fix the issue effects replace and delete graphs
- wipe workspace set to true for plot job
