[qca-nss-clients] Update DTLS manager v1.0 - Updated DTLS Mananger v1.0 driver to support the new DTLS API(s) - Added a new nss_dtlsmgr_get_interface() API so that users can uniformly query the NSS DTLS interface number across v1.0 and v2.0 drivers.
