[qca-nss-clients] Do not check PPPoE base interface
This base interface is used in the acceleration engine
to programm the hardware acceleration engine's nexthop.
For the SoC's which doesn't have the hardware acceleration
engine doesn't need this base interface number. In PPPoE
over VLAN case, this interface number is found as -1,
because we don't have VLAN manager support for the SoCs
which doesn't have hardware engines. But we want to create
PPPoE dynamic interfaces for those SoCs as well for the
software acceleration.
