[shortcut-fe] add api to set mark on offloaded connections

This adds a member field to sfe_ipv4_create and sfe_ipv4_connection
to apply marks to connections. The former is for when we initalize
and create a sfe_ipv4_connection, the latter is for applying to
outgoing skbs

Also, we add a new function to set the mark for an already offloaded
connection for when we get an message with a new mark for an offlaoded
connection
