powerpc:Rename CONFIG_PBLRCW_CONFIG & CONFIG_SYS_FSL_PBL_PBI

Rename CONFIG_PBLRCW_CONFIG and CONFIG_PBLRCW_CONFIG.

Also add their details in README.
