[qca-nss-drv] Added notification of clock freq change for NSS Core 1

corefreq change was only notified to core0 but core 1, now add.
Also removed singleton instance nss_freq_change_context, which is initialized incorrectly,
Alone wtih is help function nss_freq_get_mgr().
Clock freq adjust mechanism is only operated on instance nss_core0_clk and CORE_ID.
