[qca-nss-drv] Add CPU usage functionality

Added a new functionality to determine cpu usage at any
instance.
Added a new debug file system output by name "cpu_load_ubi".
This files displays the current cpu usage, all time max cpu
usage and minimum cpu usage.
This change also adds an API to access CPU usage for a specific
core.
