[qca-nss-drv]: successfully init/exit module even on unsupported platfrom

ecm.ko depends on qca-nss-drv.ko. ecm.ko can run on platform which don't
support nss. So qca-nss-drv.ko has to be loaded for symbol link even on
unsupported platfrom. In this case, qca-nss-drv.ko is loaded but have no
function, it is just for symbol link.
