[qca-nss-drv]: Increase the number of buffers to account for multiclient test cases

in WiFi Offload. For 64 client MU-MIMO DL requirement, number of buffers required is
256 * 64 = 16K per radio

For DBDC, total Tx requirement is 32K
For WiFi Rx , CE Reap , and NSS housekeeping , reserve memory = 8K

Total Buffers = 32K + 8K = 40K
