[qca-nss-drv] nsspfifo/nsscodel qdiscs limit parameter handling.

When TC sends limit=0 the driver will fill in the limit parameter
from interface maxqueuelen. TC will forbid explicitly setting
limit=0 from command line. TC will send limit=0 to the driver only
when limit parameter is omitted from command line.
