[qca-nss-drv] Set NSS buffer size and disallow MTU change for low memory profile

Set the NSS empty buffer size to 1792 for low memory profile to allow the
SKB buffer size to stay under 2K for memory saving. Also, disallow MTU change
for low memory profile since it would result in increased buffer memory usage
