[qca-nss-ecm] Convert PPPoE interface handling to clients model
ECM doesn't send the PPPoE session information (session_id,
server mac address) to NSS FW along with the connection
create rule anymore. In NSS, PPPoE session rule is created
by the PPPoE clients module from now on. ECM now sends
only if a PPPoE interface exists on the flow or return
direction and the NSS interface number to NSS fw to be
handled by IPv4 and IPv6 rx packages when they create
the connection rules.
