[qca-nss-ecm] Replace sysfs with debugfs.

* The new debug file paths are located at /sys/kernel/debug/ecm
  directory.
* Cleaned-up some spinlock code. Removed unnecessary
  spinlock usages and initialize the lock obeckts with the
  DEFINE_SPINLOCK macro.
