[qca-nss-ecm] En/dis classifier type assignment lists

Enable/Disable support for the database classifier type assignment list.
When enabled the db will keep lists, per type of classifier, of all
connections that are assigned a classifier of that type.
This permits rapid iteration of all connections associated with a
classifier type.
