[qca-nss-ecm] Improve NSS / HyFi integration
- Only allow FDB updates to directly connected legacy devices to
decelerate flows (to prevent constant flip-flopping of connections
when both backhaul interfaces are used). FDB updates for devices not
directly connected will not decelerate flows. It is the responsibility
of the Hy-Fi userspace to do that when the topology truly has changed.
- Mark connection as decelerated when connection is destroyed
