NL classifier isn't always relevant now; remove assert this patch fixes a kernel panic due to an assertion that the NL classifier is relevant to all connections. this was made not true in commit 3623675fb8d40f8d4ceeb6f112af8c7719d8903b with changeid I9af87d748cd973f3ae7e1f52dc5790cf2b34dfa5, but the assertions were not removed at that time.
