[qca-ssdk]: add macro SWCONFIG_ENABLED swconfig is the feature of openwrt, which is not supported in linux kernel, so add the macro IN_SWCONFIG to control enabling ssdk swconfig function or not. Change-Id: Ifa4f7c18a88788a879ce65e2ea1e043fc344a67c Signed-off-by: Luo Jie <luoj@codeaurora.org>
