[qca-ssdk]fix vlan based vsi can't match untagged xlt vsi rule

consider this case:
vsi vlanbasedvsi set <port_id> 0xffff 0xffff <vsi_id>,
set a xlt rule to xlt untagged packet vsi to <vsi_id>, 
vsi vlanbasedvsi set <port_id> 0xffff 0xffff 0xffff, 
just delete it in sw ref_vsi_mapping structure,
and can not delete the xlt rule in hw.
