Dpdk: 17.08 tarball updated 11/27

The dpdk package posted on static.dpdk.org for 17.08
was updated 11/27. This updates the checksum thats
statically included in makefile. Looks like they
also changed the dir structure to add -stable.
fast.dpdk.org has issues with its mirrors being in
sync...changing to static.dpdk.org for now
