Add new workflow for the local Nordix branches
We want to give permission for core ORAN-SC developers to local Nordix
branches to code-review +2 and to submit code for local Nordix branches ONLY.
They should not have such permissions to branches that are sync
with upstream as this will break the Nordix rebase jobs.
To support this workflow we need to come up with the naming convention
for local Nordix brnaches. My proposition is nordix as prefix.
