disable openstack image builds Currentlu openstack image builds, node image builds and metal3-dev-tools integration tests are expected to cause network stability issues, this commit removes those jobs from jenkins. Change-Id: I0d38da7fa0a8be1e2e734b6bbb17ce700e9b9639
