Update Jenkins Job Builder to version 2.9.1 The version that is currently used in Nordix Jenkins is buggy and it doesn't correctly reflect the configuration to Jenkins. This change updates JJB version to 2.9.1. Change-Id: Ie16e338fc911551eb90ac951f4346bcc36489aa2
