Establish docs structure and setup sphinx with tox This change establishes docs structure for main Nordix docs repo, infra/docs. It uses a similar setup that was used by OPNFV and brings in the infra repos as submodules. Change-Id: I3c85e11f365b45b892f7a74922c3da6386f41fc0
