Download kolla container images from nordix repo for packaging

This change switches default docker registry for pulling kolla container images from docker hub to
nordix container repository, images are pulled using digests of images defined in distro-specific
var file and then tagged, and saved to be consumed by kolla-docker while doing deployment.
