Add ONAP Heat environment files for Centos7 ONAP Offline deployments need Centos7 1901 so this change adds new heat environment files to ensure the instances can be created using Centos7. Please note that City does not have Centos7 1901 so additional steps might be required to ensure distro is upgraded to 1901 before it can be used. Change-Id: I5eec5e8a1bd6e06c0edde05e5f7c7055bffbba9a
