Add ONAP Heat environment files for Xerces cloud
Please note that heat environment files for Xerces cloud is pending
to be verified.
Apart from that, City Cloud is still the default one and the cloud
must be overriden before running the deploy script if it is needed to
be run on Xerces. This functionality is currently being introduced
to the engine.
To keep the backwards compatibility, heat-environment-city-ubuntu1804-core.yaml
and heat-environment-city-ubuntu1804-full.yaml are symlinks to the
original heat environment files. Symlinks will be deleted once
the full functionality is implemented.
