First version of nolabs website This will be deployed on labs.nordix.org once it gets merged and container image is built. This change moves what is currently live on nolabs website https://labs.nordix.org into Gerrit, makes it a Flask app, puts it into a container to deploy the site whenever something gets updated. Placeholders for /scenarios and /software are also created in Flask app. I hate html... Change-Id: I038f997753e7160b7ee772a26f9088f56498c850
