Upgrade global-jjb to v0.42.1-16-g49914d6

This pulls in a repair to tox-install.sh to configure python version
in jobs including dcaegen2-platform-configbinding-tox-sonar and
dcaegen2-platform-configbinding-tox-verify-master that require python3.
