[BUG] CPS NCMP management endpoints update

- CPS and NCMP management endpoint updated from /manage to /actuator now
- The management port is same as application port now
- CSIT test cases update
- Update in Security params to allow the changed URL.
- Admin guid update
- Release notes updated
- Local docker-compose and prometheus updated
