Update git submodules
* Update docs/submodules/policy/engine.git from branch 'master'
to 710011b4fb147bf100c52c4b0425160bba88a0fd
- Remove unused vars and methods
Removed unused variables and unused methods.
Removed empty ';' statements.
Combined if's that had no content.
Not doing any formatting for javascript right now.
