Update git submodules

* Update docs/submodules/appc/deployment.git from branch 'master'
  to b8e46a813a4c1810e9845d2013611d02da129d1b
  - Move location of config copy
    
    The copying of config files for opendaylight must be
    moved so that is occurs before opendaylight is started
    since opendaylight is currently not able to be restarted
    due to the dblib class not found error.
