Update git submodules

* Update docs/submodules/oom.git from branch 'master'

  - Merge "VID logging adjustments"
  - VID logging adjustments
    
    Now using org.onap.logging libs, improved formatting, and
    full MDC key/values dump.
    
    Added outgoingRequests logging of upstream in-out traffic.
