Update git submodules

* Update docs/submodules/multicloud/framework.git from branch 'master'
  to 94d7d990ac85143fd3605c9a094082592d554e2a
  - add rest serve and distribution framework
    
    . update the pom.xml to include a submodule main
    . add all common necessnary package into pom.xml
    . add rest server and test case
    . port the distribution framework
    . which supports both http and https
