Update git submodules
* Update docs/submodules/sdnc/oam.git from branch 'master'
to b4f2903673c98cb12c99760c08a072340bfcfc08
- Fix SDWAN DG activate in SDNC startup
1. SDWAN newly add vf-module-topology-operation DGs
are added in graph.versions to activate during
SDNC startup
2. Fixed SDWAN site and wan-port delete DGs by
calling right DG to get parameters.
