Update git submodules

* Update docs/submodules/aaf/authz.git from branch 'master'
  to e4220946ef3feb864ed45e4fc14682be2016dc1b
  - Enable deploy plugin in all poms.
    
    maven will then push all the artifacts to nexus when the
    deploy goal is invoked.
