Update portal java and docker versions

workflow images version is now switched to latest and 1.3.0-SNAPSHOT is not available in snapshots. So updating them to let others commit their changes.
replaced onap/workflow-backend:1.3.0-SNAPSHOT -> latest
replaced onap/workflow-frontend:1.3.0-SNAPSHOT -> latest
