Create CSIT HealthCheck Test for CCSDK

Adding intital changes for CCSDK's CSIT HealthCheck Test
To execute it, run the command:
./integration/test/csit/run-csit.sh plans/ccsdk/healthcheck
*currently test case fails due to sli startup failure
