Deprecate vagrant-onap tool

The vagrant-onap tool needs to be moved to its own repo to have better
control of versions and autonomy. This change removes the project from
integration repository.

Description

Responsible for the integration framework / automated tools, code and scripts, best practice guidance related to cross-project Continuous System Integration Testing (CSIT), and delivery of the ONAP project.
