moving to another snapshot for appc

1.5.1-SNAPSHOT will contain the
latest fix for APPC

Description

Responsible for the integration framework / automated tools, code and scripts, best practice guidance related to cross-project Continuous System Integration Testing (CSIT), and delivery of the ONAP project.
