Refactor OOM script of sdc-wfd.
Refactor OOM script of sdc-wfd to align with the other sub-projects of sdc.
Change license template to align with OOM.
Remove '.Values.initImage' for its not be used.
Choose a free number '30256' for the workflow designer's 'nodePort'.
