[POLICY] Fix Kyverno Policy violations

- Add "archive" folder for removed policy-gui charts
- Update all deployments/jobs to fix policies
- Correct KafkaUser definition to avoid deprecated attribute
- update xacml-pdp deployment to work with readOnlyFilesystem setting
