Remove GPLv3 from apex-pdp image

The apex-pdp docker image includes libelf, which is GPLv3 and is
therefore disallowed by ONAP. Appears to be included with "iproute2",
which isn't needed anymore, so just removed it. Also added code to
update the "apk" repo list.
