Fix VFC actor properties

The VFC actor doesn't have the same property structure as the
other actors, which meant that the properties listed in the file
were incorrect.  Fixed them.
Renamed the operation to "Restart" per review comments.

This source repository contains ONAP Policy application code. To build it:

  1. using Maven 3
  2. git clone http://gerrit.onap.org/r/oparent and copy oparent/settings.xml to ~/.m2
  3. mvn -Pdocker clean install
