Use Params makeOutcome() without targetEntity

Planning to remove the second flavor of makeOutcome() from the Params,
so modifying the drools-apps code to work with the first flavor.

This source repository contains ONAP Policy application code. To build it:

  1. using Maven 3
  2. git clone http://gerrit.onap.org/r/oparent and copy oparent/settings.xml to ~/.m2
  3. mvn -Pdocker clean install
