Minor clean-up of drools-apps

Made the following minor changes:
- removed SupportUtil, as it is no longer needed.
- modified junit for exception class to use ExceptionsTester
- added junit for another exception class

This source repository contains ONAP Policy application code. To build it:

  1. using Maven 3
  2. git clone http://gerrit.onap.org/r/oparent and copy oparent/settings.xml to ~/.m2
  3. mvn -Pdocker clean install
