Address more sonar issues in drools-pdp

Addressed the following sonar issues:
- use of "synchronized"
- use Files.delete() instead of File.delete()

  1. using Maven 3
  2. git clone http://gerrit.onap.org/r/oparent and copy oparent/settings.xml to ~/.m2
  3. mvn clean install
