Fix sonar issue in event protocol coder

Add method in Eventprotocolcoder uses more params than
allowed causing sonar issue, use builder object instead
Modify javadoc and tostring methods based on review comments

This source repository contains the ONAP Policy DroolsPDP code. To build it:

  1. using Maven 3
  2. git clone http://gerrit.onap.org/r/oparent and copy oparent/settings.xml to ~/.m2
  3. mvn clean install
